　　2024年新春祝福

　　外国专家朋友们：

　　岁聿云暮，日月其除。在中国农历龙年春节来临之际，海南省科学技术厅（省外国专家局）谨向在琼工作和关心支持海南自贸港建设发展的外国专家及朋友家属致以新春的问候和诚挚的祝福！

　　2023年是全面贯彻党的二十大精神的开局之年，也是海南自由贸易港封关运作的关键之年。在省委、省政府的坚强领导下，海南科技事业取得阶段性显著成效，努力发展成为国家科技创新体系中重要省份。

　　在这一年里，海南创新型省份建设不断加快，创新驱动发展和科技创新能力提升成效明显。高能级创新平台建设取得新突破，创新活力勃发奔涌，崖州湾实验室入轨工作走在同批次前列，海南量子基地开工建设。对外开放合作不断深化，以外国专家和国外智力为基础的国际科技合作专项初显成效，外籍人才管理服务水平不断提升，外国人工作许可、居留许可“一窗通办，同时发证”全面铺开，外国专家座谈会、联谊会等活动搭建起彼此交流的桥梁，也鼓励和支持着更多的外籍人才来琼创新创业。

　　初心如磐，奋楫前行。2024年，我们将继续加强政策创新力度，做好管理服务工作，严格保护外国专家合法权益，为外国专家来琼创新创业提供更为广阔的空间和舞台，与在琼工作外国专家携手，在南海之滨续写新的华章。诚挚邀请各位外国专家一如既往地关心、支持、参与海南自由贸易港建设，为海南科技创新建言献策。

2024 New Year Wishes to Foreign 

　　Experts in Hainan

　　Dear Friends,

　　As the auspicious Year of the Dragon approaches, we at the Department of Science and Technology of Hainan Province (Administration of Foreign Experts Affairs of Hainan Province) would like to extend our heartfelt greetings and best wishes to all foreign experts who have contributed to Hainan’s growth and development, as well as to your families!

　　2023 marked the first full year since China implemented the “spirit of the 20th National Congress of the Communist Party of China”. It was also a vital year in preparing for the Hainan Free Trade Port’s special customs operations. We have made great strides under the strong leadership of the CPC Hainan Provincial Committee and Hainan Provincial People’s Government.

　　Thanks to the dedication and effort of all involved, the pace of Hainan’s construction has accelerated, and the capacity of innovation to sustain development was enhanced markedly. Breakthroughs were made in creating our high-capacity science and innovation platform, unleashing the vast potential of innovation. The Yazhou Bay Seed Laboratory took the lead in the drive to promote high-standard operation of national laboratories compared with those of its batch. Ground was broken on the Hainan Quantum Base. 

　　International cooperation in science and technology was deepened. The International S&T Cooperation Program, drawing on foreign experts and overseas intellectual resources, has begun to reap results. The system enabling “unified online application and simultaneous issuance of Work Permit and Work-Type Residence Permit” was implemented across the board. Various events involving foreign experts, such as symposiums and celebratory gatherings, were held to harness insights, embrace inclusivity, and facilitate exchanges.

　　In 2024, we will further intensify policy innovation, safeguard the legitimate rights and interests of foreign experts, create an even better environment in Hainan for them, provide them with better conditions to display their talent and fulfill their dreams, and join hands to co-create a better future!
